בלשכת נשיא המדינה שמעון פרס הכחישו ביום שני את הפרסומים בעיתון הבריטי "הגרדיאן" לפיהם נשיא המדינה (פרס), במהלך כהונתו כשר ביטחון בשנות ה-70, הציע נשק גרעיני לדרום אפריקה בימי האפרטהייד במדינה.

ההכחשה אומנם הייתה צפויה אבל אני לא יכולתי שלא להזכר בשיר של Shaggy. לכבוד פרס ומדיניות העמימות העמומה אני מעלה את השיר.

החודש האחרון הוא חודש עמוס מאוד ורוב הזמן אני עסוק במעקב אחר המתרחש בוועידה בניו-יורק. הוועידה עוסקת בדרכים לשיפור וחיזוק ה NPT במספר תחומים, לצערי אין לי מספיק זמן כדי להרחיב על כל תחום בנפרד, אז חשבתי לתת סקירה כללית של הנושאים המתדיינים ובמידה ואחד הנושאים (או יותר) הם בעלי עניין לקוראים של הבלוג אז אשמח להרחיב עליו.

ה – NPT היא אחד ההישגים הגדולים ביותר של הדיפלומטיה בתחום הביטחון הבינלאומי. במסגרת האמנה, מדינות ללא נשק גרעיני התחייבו שהן לא ירכשו או יפתחו יכולת גרעינית צבאית, ואילו מדינות בעלות נשק גרעיני התחייבו לוותר עליהם בשלב מסוים. בו בזמן ה – NPT מתירה לכלל המדינות שימוש אזרחי בטכנולוגיית הגרעין תחת משטר נוקשה ובר ווידאו (Verifiable).

ה – NPT, הצליחה להגביל את מספר המדינות הגרעיניות בעולם ל-5 אשר היו גרעיניות לפני כניסתה לתוקף (צרפת, סין, בריטניה, ארה"ב, רוסיה) ולארבע מדינות נוספות אשר אינן חתומות על ה – NPT (ישראל, הודו, צפון קוריאה ופקיסטן). במהלך השנים אמצעי הבקרה הנגזרים מה – NPT ודיפלומטיה הצליחו לגרום למדינות כמו ברזיל, שוודיה, ארגנטינה ולוב לזנוח את תוכנית הגרעין הצבאית שלהן. מדינות כמו דרום אפריקה, אוקרינה, ובלארוס וויתרו על הנשק הגרעיני שהיה ברשותם והצטרפו בשנת 1990 לאמנה.

במסגרת ההתחייבויות ל NPT ארה"ב ורוסיה הגיעו למספר יוזמת בתחומים של בקרת נשק ופירוק מנשק. מצמצום מספר כלי הנשק האסטרטגים לאמנה למניעת ניסויים גרעיניים (אמנ"ס – Comprehensive Nuclear Test Ban Treaty, CTBT).

בשנת 1995 נערכה וועידה לבקרה ולהארכת ה – NPT, בוועידה זו הוארך תוקף האמנה לעד והוחלט לסיים את הדיונים על ה CTBT ועל תחילת משא ומתן על אמנה לצמצום חומרים בקיעים (Fissile Material Cutoff Treaty (FMCT)). במסגרת וועידה זו החלה העבודה של מנהיגים מרחבי העולם על כינון אזורים חופשיים מנשק גרעיני ( Nuclear weapon free zones – NWFZs). עבדה זו הולידה את:

Treaty of Tlatelolco – אמנה האוסרת על נשק גרעיני באמריקה הלטינית ובקריבים.

Treaty of Rarotonga – אמנה האוסרת על שימוש, ניסוי ואחזקה של כלי נשק גרעיניים ודרום האוקיינוס השקט (ניו-זילנד, אוסטרליה וכ'ו).

Treaty of Pelindaba – אמנה המכריזה על אפריקה כאזור חופשי מנשק גרעיני.

Treaty of Semipalatinsk – (A.K.A Treaty of Semei/Treaty of Semey) – אמנה המכריזה על מרכז אסיה כאזור נקי מנשק גרעיני.

Bangkok Treaty – האמנה המכריזה על דרום מזרח אסיה כחופשי מנשק גרעיני.

בשנת 2000 ו 2005 נערכו וועידות דומות בהן עלה ע"י מצרים נושא המזרח התיכון כאזור חופשי מנשק גרעיני והמשך דיונים על ה – FMCT וכניסתו לתוקף של START II . (מעבר לזה הן היו דיי כישלון)

הוועידה שהחלה בתחילת החודש בניו-יורק לא שונה במטרותיה משאר וועדות המעקב (ביקורת) על ה – NPT. הוועידה עוסקת בנושאים הקשורים לחיזוק האמנה ולשכלולה במספר נושאים עיקריים:

Verifications – דרכים בהם ניתן לוודא כי המדינות החתומות על האמנה אכן פועלות ע"פ הוראות הבטיחות של ה IAEA ומקיימות את התחייבויות שלהן תחת ה – NPT. כיום חובותיה של מדינה כלפי ה IAEA מוגדרות בהסכם סטנדרטי המכונה CSA (comprehensive safeguards agreement). ה CSA מתיר לסוכנות (IAEA) לנטר חומרים גרעיניים ופעילות גרעינית מוצהרת, כלומר לא מוצהר = אסור לפיקוח. מיותר להגיד שקל מאוד לעקוף את ה CSA ולכן פותח מודל לפרוטוקול נוסף האפשר ל – IAEA לבצע את עבודתה גם במקומות שלא מוצהרים כגרעיניים בהתראה קצרה. כמובן שהפרוטוקול המוצע איננו מחייב עדיין ולכן אנו גם שומעים על מקרים בהם איראן יכולה לא לאפשר ל – IAEA לבקר בחלק ממתקניה הגרעיניים לכאורה. עצות לשיפור בתחום זה כוללת את המתבקש, הפיכת המודל הפרוטוקול הנוסף של CSA לאוניברסאלי (לכל החתומים על האמנה).

מעגל דלק גרעיני – שמירת יכולות הקשורות לייצור חומרים בקיעים כחלק מהשימוש האזרחי בטכנולוגיות גרעין ובו בזמן מניעת ניצול היתר זה לשימושים צבאיים.

בקרת ייצוא וענישה – בקרה על יצוא חומרים הקשורים לטכנולוגיית הגרעין ועל חומרים בקיעים. כיום הבקרה נעשית על-פי קריטריונים שנקבעים ע"י שני גופים רב לאומיים (Nuclear Suppliers Group (NSG) ו – Zangger Committee )

פירוק מנשק – הדרכים בהם ניתן להפחית את מלאי הנשק הגרעיני שקיים.

הפסקת ייצור חומר בקיע – ברמות העשרה המאפשרות לו להיות חומר גלם לנשק גרעיני, כאמור ה – FMCT היא אחת הדוגמאות המובילות למאמצים בתחום זה.

ניסויים גרעיניים – איסור על ביצוע ניסויים גרעיניים והדרכים לוודא שהדבר אכן מתבצע (ע"י תחנות ניטור סיסמיות, הידרו אקוסטיות וכד').

הבטחת הביטחון השלילית ( Negative Security Assurances) – יצירת התחייבויות של מדינות גרעיניות שלא לתקוף בנשק גרעיני מדינות לא גרעיניות אשר עונות על התחייבויותיהם ל NPT.

אזורים חופשים מנשק גרעיני – כיום ישנם בעולם כ-5 אזורים המוכרזים כחופשיים מנשק גרעיני ומצרים עושה כמיטב יכולתה להפוך גם את המזרח התיכון לאחד כזה. בוועידה השנה מצרים מחזיקה בעוצמה רבה ביחס לשאר המשתתפים משום שהיא יושבת הראש של קבוצת המדינות הלא מזדהות (הכוללת 118 מדינות) ושל קואליציית האג'נדה החדשה (כוללת 8 מדינות, ביניהם ברזיל ודרום אפריקה).

יציאה מהאמנה – תחת סעיף X של האמנה, כל מדינה רשאית למשוך את ידה מהאמנה במידה והדבר נוגד את האינטרסים העליונים שלה. ב-10 בינואר, צפון קוריאה החליטה לפרוש מה – NPT וחשפה את העובדה כי אין ממש מקלות או גזרים המכוונים למניעת יציאה של מדינות מהאמנה. במסגרת הוועידה נעשים דיונים על הדרכים בהם ניתן ל"העניש" מדינות אשר יוצאות מן האמנה.

מדיניות – דיונים על הדרכים בהם מדינות יכולות ליישם מדיניות אשר תמנע תפוצה גרעינית ותתמוך בהפחתת מספר כלי הנשק הגרעיניים.

נושאים הקשורים למבנה הארגון – תכיפות הפגישות, הקמת גופים חדשים וחיזוק גופים קיימים התורמים למטרות האמנה.

אוניברסאליות – דיון בדרכים בהן ניתן לשכנע את ארבעת המדינות שלא חתומות על האמנה להצטרף אליה.

הנושאים החמים בוועידה הנוכחית הם כידוע אזור חופשי מנשק גרעיני המזרח התיכון, הפיכת הפרוטוקול הנוסף למחייב לכלל החברות באמנה ונושא היציאה מהאמנה. נושא המזרח התיכון כאזור חופשי מנשק גרעיני מקבל דגש מיוחד משום שמצרים (המדינה הדוחפת את הנושא) נמצאת הפעם בעמדת כוח. מצרים משמת כיושבת ראש המדינות הבלתי מזהות (118 מדינות) ובראש קואליציה של 8 מדינות חזקות המכונות "קואליציית האג'נדה החדשה. אני ממליץ בחום לקרוא את הפוסט ב ACW על העניין.

JOINT DECLARATION BY IRAN, TURKEY AND BRAZIL
(17 May 2010)

Having met in Tehran, Islamic Republic of Iran, the undersigned have agreed on the following Declaration:

1) We reaffirm our commitment to the Treaty on the Non-Proliferation of Nuclear Weapons and in accordance with the related articles of the NPT, recall the right of all State Parties, including the Islamic Republic of Iran, to develop research, production and use of nuclear energy (as well as nuclear fuel cycle including enrichment activities) for peaceful purposes without discrimination.

2) We express our strong conviction that we have the opportunity now to begin a forward looking process that will create a positive, constructive, non-confrontational atmosphere leading to an era of interaction and cooperation.

3) We believe that the nuclear fuel exchange is instrumental in initiating cooperation in different areas, especially with regard to peaceful nuclear cooperation including nuclear power plant and research reactors construction.

4) Based on this point the nuclear fuel exchange is a starting point to begin cooperation and a positive constructive move forward among nations. Such a move should lead to positive interaction and cooperation in the field of peaceful nuclear activities replacing and avoiding all kinds of confrontation through refraining from measures, actions and rhetorical statements that would jeopardize Iran’s rights and obligations under the NPT.

5) Based on the above, in order to facilitate the nuclear cooperation mentioned above, the Islamic Republic of Iran agrees to deposit 1200 kg LEU in Turkey. While in Turkey this LEU will continue to be the property of Iran. Iran and the IAEA may station observers to monitor the safekeeping of the LEU in Turkey.

6) Iran will notify the IAEA in writing through official channels of its agreement with the above within seven days following the date of this declaration. Upon the positive response of the Vienna Group (US, Russia, France and the IAEA) further details of the exchange will be elaborated through a written agreement and proper arrangement between Iran and the Vienna Group that specifically committed themselves to deliver 120 kg of fuel needed for the Tehran Research Reactor (TRR).

7) When the Vienna Group declares its commitment to this provision, then both parties would commit themselves to the implementation of the agreement mentioned in item 6. Islamic Republic of Iran expressed its readiness to deposit its LEU (1200 kg) within one month. On the basis of the same agreement the Vienna Group should deliver 120 kg fuel required for TRR in no later than one year.

8) In case the provisions of this Declaration are not respected Turkey, upon the request of Iran, will return swiftly and unconditionally Iran’s LEU to Iran.

9) We welcome the decision of the Islamic Republic of Iran to continue as in the past their talks with the 5+1 countries in Turkey on the common concerns based on collective commitments according to the common points of their proposals.

10) Turkey and Brazil appreciated Iran’s commitment to the NPT and its constructive role in pursuing the realization of nuclear rights of its member states. The Islamic Republic of Iran likewise appreciated the constructive efforts of the friendly countries Turkey and Brazil in creating the conducive environment for realization of Iran’s nuclear rights.

Government Accountability Office או בקיצור GAO פרסמו החודש דוח שמבקר הדרך שבה מתבצעים עסקים במשרד האנרגיה האמריקאי (DOE). בדוח שנקרא " Actions Needed to Develop High-Quality Cost Estimates for Construction and Environmental Cleanup Projects", נבחן תהליך הערכת העלויות של המשרד לאנרגיה האמרקאי במספר פרויקטים גדולים.

התוצאות לא מעודדות, עשרה מתוך שתים עשר תוכניות בניה עברו את ההערכה ההתחלתית בכ-14 מליארד דולר. תשעה מתוך עשרה פרייקטים סביבתיים הקשורים בנשק גרעיני צריכים תוספת של  25-42 מליארד דולר בכדי להגיע אל סיומם ועוד דברים מעניינים מהסוג הזה. חלק מההוצאות הן על פרוייקט בניה של מתקן לעיבוד אורניום שסנטור קייל Kyl דרש עבור אישרור ההסכם היורש של START1.

ראש ממשלת יפן, "טארו אסו" ומקבילו הרוסי ולדימיר פוטין חתמו על הסכם אנרגיה גרעינית בין שתי המדינות. רוסיה תספק ליפן אורניום מועשר לפעילות הכורים האזרחים שלה ויפן תספק לרוסיה טכנולוגיה גרעינית מתקדמת .

רוסיה אמורה למכור ליפן אורניום מועשר  ברמה נמוכה לשימוש ב-53 הכורים האזרחים שלה בשווי של 100 מליון דולר. יפן הציבה לעצמה רף של אספקת 40% מתצרוכת החשמל דרך כורים גרעיניים עד

2017.

המתנגדים לעיסקה טוענים כי ניתיבי ההובלה של האורניום ברוסיה אינם בטוחים והמשלוחים עשויים להיחשף לסכנה של שוד, גנבות ודליפות רדיואקטביות. בנוסף מציינים כי רוסיה מספקת דלק גרעיני לאיראן על-אף הנסיונות הבינלאומיים להביא להפסקת הפרוייקט  ויש חשש שהטכנולוגיה המתקדמת בתחום תמצא את דרכה לידיים הלא נכונות

"Western powers believe that Iran is running short of the raw material required to manufacture nuclear weapons, triggering an international race to prevent it from importing more, The Times has learnt.

Diplomatic sources believe that Iran’s stockpile of yellow cake uranium, produced from uranium ore, is close to running out and could be exhausted within months.
