JOINT DECLARATION BY IRAN, TURKEY AND BRAZIL
(17 May 2010)

Having met in Tehran, Islamic Republic of Iran, the undersigned have agreed on the following Declaration:

1) We reaffirm our commitment to the Treaty on the Non-Proliferation of Nuclear Weapons and in accordance with the related articles of the NPT, recall the right of all State Parties, including the Islamic Republic of Iran, to develop research, production and use of nuclear energy (as well as nuclear fuel cycle including enrichment activities) for peaceful purposes without discrimination.

2) We express our strong conviction that we have the opportunity now to begin a forward looking process that will create a positive, constructive, non-confrontational atmosphere leading to an era of interaction and cooperation.

3) We believe that the nuclear fuel exchange is instrumental in initiating cooperation in different areas, especially with regard to peaceful nuclear cooperation including nuclear power plant and research reactors construction.

4) Based on this point the nuclear fuel exchange is a starting point to begin cooperation and a positive constructive move forward among nations. Such a move should lead to positive interaction and cooperation in the field of peaceful nuclear activities replacing and avoiding all kinds of confrontation through refraining from measures, actions and rhetorical statements that would jeopardize Iran’s rights and obligations under the NPT.

5) Based on the above, in order to facilitate the nuclear cooperation mentioned above, the Islamic Republic of Iran agrees to deposit 1200 kg LEU in Turkey. While in Turkey this LEU will continue to be the property of Iran. Iran and the IAEA may station observers to monitor the safekeeping of the LEU in Turkey.

6) Iran will notify the IAEA in writing through official channels of its agreement with the above within seven days following the date of this declaration. Upon the positive response of the Vienna Group (US, Russia, France and the IAEA) further details of the exchange will be elaborated through a written agreement and proper arrangement between Iran and the Vienna Group that specifically committed themselves to deliver 120 kg of fuel needed for the Tehran Research Reactor (TRR).

7) When the Vienna Group declares its commitment to this provision, then both parties would commit themselves to the implementation of the agreement mentioned in item 6. Islamic Republic of Iran expressed its readiness to deposit its LEU (1200 kg) within one month. On the basis of the same agreement the Vienna Group should deliver 120 kg fuel required for TRR in no later than one year.

In case the provisions of this Declaration are not respected Turkey, upon the request of Iran, will return swiftly and unconditionally Iran’s LEU to Iran.

9) We welcome the decision of the Islamic Republic of Iran to continue as in the past their talks with the 5+1 countries in Turkey on the common concerns based on collective commitments according to the common points of their proposals.

10) Turkey and Brazil appreciated Iran’s commitment to the NPT and its constructive role in pursuing the realization of nuclear rights of its member states. The Islamic Republic of Iran likewise appreciated the constructive efforts of the friendly countries Turkey and Brazil in creating the conducive environment for realization of Iran’s nuclear rights.

תומס שלינג (Thomas Schelling) הוא כלכלן, פרופסור ליחסים בינלאומיים וזוכה פרס נובל לכלכלה (2005). סיפרו The Strategy of Conflict (1960), היה מחקר חלוץ בתורת המיקוח והתנהגות אסטרטגית ונחשב לאחד ממאה הספרים בעלי ההשפעה הגדולה ביותר במערב משנת 1945.

התיאוריות הכלכליות של שלינג אודות מלחמה הורחבו בספרו Arms and Influence (1966).ספר זה נחשב בעיני כאחד הספרים הטובים ביותר בתחום האסטרטגיה. לאחר זכייתו בפרס הנובל שלינג פרש מחיי האקדמיה ומאז נשמעת מדי פעם השאלה כיצד שלינג היה מנתח מקרה כזה או אחר.

ב – 16 לחודש,  The New America Foundation ערכו כנס שעסק באיראן מבלי לנסות לענות בעצמם על שאלה זו, במקום זאת הם בחרו לארח את תומאס שלינג ולתת לו לענות לבד. ההרצאה מרתקת.

איראן פרסמה השבוע כי היא מתכוונת להעלות את רמת העשרת האורניום שמתבצע בשיטחה לרמה של 20%.

אז מה?

בניגוד למה שמפורסם ע"י  Ynet, תיק דבקה ואחרים העובדה הזאת לא באמת מאיימת באיזו שהיא צורה או מקרבת אותם להשגת נשק גרעיני. על-פי הסטנדרטים הבינלאומים רמת העשרה של 20% היא לשימוש לצרכים אזרחים, לשם בניית נשק גרעיני יש להשיג רמה של לפחות 85% או מעט פחות במידה ומתפשרים מאוד על התוצאה.

ידיעות כאלו הן חסרות ערך, השאלה היא לא האם אנו מקבלים את איראן כמדינה גרעינית אלא האם אנו מקבלים אותה כמדינת סף. ומה הם התנאים שאנו מציבים בפני כל מדינה אשר מבקשת להחזיק בטכנולוגיה גרעינית, זאת מתוך הבנה שמרגע שמדינה מתחילה בפיתוח טכנולוגיית גרעין תמיד תהייה במרחק של שנה עד שמונה מפצצה.

הערכות המודעין של ארה"ב החל מתחילת שנות ה-90 טענו כי איראן נמצאת כשנה עד שמונה שנים מפצצה.

Late 1991: In congressional reports and CIA assessments, the United States estimates that there is a ‘high degree of certainty that the government of Iran has acquired all or virtually all of the components required for the construction of two to three nuclear weapons.’  A February 1992 report by the U.S. House of Representatives suggests that these two or three nuclear weapons will be operational between February and April 1992.”

“February 24, 1993: CIA director James Woolsey says that Iran is still 8 to 10 years away from being able to produce its own nuclear weapon, but with assistance from abroad it could become a nuclear power earlier.”

“January 1995: The director of the U.S. Arms Control and Disarmament Agency, John Holum, testifies that Iran could have the bomb by 2003.”

“January 5, 1995: U.S. Defense Secretary William Perry says that Iran may be less than five years from building an atomic bomb, although ‘how soon…depends how they go about getting it.’”

“April 29, 1996: Israeli prime minister Shimon Peres says ‘he believes that in four years, they [Iran] may reach nuclear weapons.’”

“October 21, 1998: General Anthony Zinni, head of U.S. Central Command, says Iran could have the capacity to deliver nuclear weapons within five years.  ‘If I were a betting man,’ he said, ‘I would say they are on track within five years, they would have the capability.’”

“January 17, 2000: A new CIA assessment on Iran’s nuclear capabilities says that the CIA cannot rule out the possibility that Iran may possess nuclear weapons.  The assessment is based on the CIA’s admission that it cannot monitor Iran’s nuclear activities with any precision and hence cannot exclude the prospect that Iran may have nuclear weapons."1

הטימס מפרסם כי השיג מסמכים מודיעין אשר מראים כי איראן עובדת על מרעום (Trigger) לנשק הגרעיני שלה. ע"פ הטיימס איראן בונה מרעום המבוסס על Uranium deuteride שאין לו ממש שימוש בתעשייה הגרעין האזרחית.

One formula stands out in the documents obtained by The Times: UD3, or uranium deuteride. Independent experts have confirmed that the only possible use for UD3 is as a neutron source, the trigger to the chain reaction for a nuclear explosion.
Critically, while other neutron sources have possible civilian uses, UD3 has only one application — to be the metaphorical match that lights a nuclear bomb.

UD3, when used in a neutron initiator, emits a stream of neutrons that ignite the core of a bomb, either weapons-grade uranium or plutonium. The stream of neutrons is released using high explosives to compress a core of solid UD3, creating fusion.

Foreign intelligence agencies are closely monitoring all of Iran’s weapons activities and a test explosion would not go unnoticed, which poses a problem to the covert development of a nuclear weapon.

An explosion could be explained as conventional weapons testing, but not if traces of uranium were left behind from the use of UD3. Such a discovery would be regarded as proof of weapons testing, and as a statement of Iran’s nuclear intent.
In the documents obtained by The Times, Iranian military scientists suggest a way around the problem: by running surrogate tests that substitute titanium deuteride for the uranium compound. They suggest “continuing the work of replacement materials such as TiD2 [titanium deuteride] in order to avoid U [Uranium] pollution in the production of UD3”.

Titanium deuteride would behave in the same way, producing a measurable flow of neutrons, but without leaving the traces of uranium. The explosion would also be smaller.

היום ה – IAEA פרסמה את הדוחות שלה על תוכנית הגרעין של סוריה ושל איראן. הדוחות מבקרים את שתי המדינות על חוסר האמינות שלהן. הדוח על איראן נותן פרטים רבים על אתר העשרת האורניום בקום Qum הידוע גם בשם "פורדוו" (Fordow).

WIERD מזכיר כי הסכמי START בין רוסיה לארה"ב מאבדים את תקפותם בדצמבר וטוען (בצדק) כי בשלוש שבועות אין ממש סיכוי לגבש הסכם חדש ולאשרר אותו בקונגרס. הפתרון המסתמן הוא הסכם זמני שיגשר על פרק הזמן שבין מועד פקיעת הסכם START למועד בו ייחתם הסכם חדש. אך עדיין ישנם חששות לגבי התנהלות רוסיה בשטחים ה"אפורים" שבין ההסכמים.

השבוע הופיע בתיק דבקה ידיעה בדבר לווין ריגול שאיראן מתכננת לשגר בקרוב. הבעיה עם העיקרית עם הידיעה היא שלא באמת מדובר בלווין ריגול, אלא בלווין תקשורת שהוצהר בשנת 2000 כפרוייקט אקדמאי. הבעיה הפחות חשובה היא שככל הנראה הלווין לא ישוגר מאיראן אלא מאיטליה.

חשוב לציין כי תיק דבקה לא לבד ויחד איתם מספר אתרים ערביים מדווחים על שיגור של לווין עם יכולות קצתת יותר מתקדמות מתוך איראן, אבל כך או כך היום הודיעו כי השיגור נדחה לשנת 2011.

ההתקדמות הטכנולוגית של האירנים מדאיגה את הישראלים, אם להיות כנים התקדמות טכנולוגית של כל גורם לא מערבי קצת מפחידה אותנו והסיבות כמעט ברורות. אבל האם הן מוצדקות לאור העובדה שישראל נאבקת בחרם אקדמי על מוסדות ההשכלה הגבוהה שלה מתוך טיעון שרוח המדע מנוגדת לרעיון החרם.

כל העניין הזה הזכיר לי ראיון שראיתי עם סמאול הנטינגטון מחבר "התנגשות הציביליזציות". עד שראיתי את הראיון הייתי בטוח שהספר הוא דיי גרוע ושהוא מלא בנימה אורינטאליסטית חולה. אחרי שראיתי את הראיון המשכתי לחשוב אותו הדבר אבל מצאתי כמה נקודות למחשבה. בראיון הנטינגטון מצביע על העובדה שפרוש המילה מודרני אינו מערבי שטבעי שחברה תשאף להכנס אל העולם המודרני. המשך שקיעת העוצמה של המערב בלתי נמנע טוען הנטיגטון ולכן ראוי לשאול מהי התגובה הנכונה לשינויים בסדר העולמי? הנטיגטון כידוע מציע התערבות די אגרסיבית בתרבויות אחרות בכדי לגרום לפילוג ולעודד זרמים שתומכים במערב. אני חושב שדווקא עדיף לנסות לקנות לנו חסדים בקרב הנושים החדשים.

בסוף השבוע פורסם בתקשורת כי בידי הסוכנות הבינלאומית לאנרגיה אטומית (IAEA) ראיות המעוררות חשש כי איראן ערכה ניסוי בראשי נפץ המדמים פעולה של ראש נפץ גרעיני. מדובר בראשי נפץ בעלי מנגנון IMPLOSION כפול (קריסה כלפי פנים) . מה בדיוק זה אומר ואיך זה פועל אפשר למצוא בוויקפדיה.

כמובן שמדובר בהתפתחות מדאיגה, אבל זו גם הזדמנות נהדרת לשתף את המסמך הזה, שעוסק בתכנון ראשי נפץ גרעיניים.

על-פי עיתון "The Times Of India" (המצטט את ה- Jerusalem Post) מחר יקיימו ארצות הברית וישראל תרגיל הגנה מטילים שיערך עד ליום שישי. התרגיל מדמה מצב של מתקפת טילים על ישראל מסוריה, איראן ולבנון. התרגיל כולל את מערכת החץ, THAAD, Aegis ו- PAC3. כ-1000 חיילים אמריקאים הוצבו בישראל (בעיקר באזור הנגב) וכ-15 ספינות טילים הנושאות את מערכת Aegis הובאו לאזור גם כן.

באופן מפתיע איראן והמעצמות הצליחו להגיע לפריצת דרך משמעותית ומבורכת בנוגע לתוכנית הגרעין של איראן. איראן הסכימה לשלוח כמות מסויימת של אורניום מועשר (ככל הנראה כמות שתסיר את החשש שיהיה באיראן מספיק אורניום מועשר לצרכי פיתוח נשק) למדינות אחרות לשם עיבוד מחדש. בנוסף איראן הסכימה לאפשר לפקחים של הסוכנות הבינלאומית לאנרגיה אטומית לבקר במתקן שאובמה חשף בשבוע שעבר.

Senior U.S. Official on P5+1 Talks in Geneva

SENIOR U.S. OFFICIAL:  Let me start off by recapping the events of the day; and offer a few main impressions; and then open up to your questions.

We spent a total of about 7.5 hours today in a variety of meetings with the Iranians.  We started the morning plenary session a little after 10:00 o’clock.  That went on for about three hours.  Dr. Solana kicked off the meeting as the leader of the 5+1 delegation; the U.S. spoke after Solana; and was then followed by Dr. Jalili, the head of the Iranian delegation and the other members of the 5+1 group, the other political directors.

We then broke for an informal lunch.  During this break we had the opportunity to have about a 45 minute one-on-one sidebar discussion with Jalili.  It was in a small sitting room next to the main conference room in which we were meeting.  Over the next several hours after this lunch break began there were a series of discussions.  It was a pretty free-flowing event, both amongst the 5+1 members and with the Iranians.

We held a second short afternoon plenary session, then ended today’s discussions at about 5:30.  Solana and Jalili held press conferences which all of you have heard.

Let me touch on a few of the main issues and themes today, at least from our perspective.  Solana’s remarks at the press conference captured many of the elements of today’s dialogue.  I’d say that four themes emerged:  the unity of the 5+1 group, focus on the nuclear issue, the urgency of this intensive or what we hope will be an intensive diplomatic process, and the need for Iran to take practical steps.

During the plenary sessions we had a lengthy conversation about the nuclear issue.  We reemphasized our position that Iran has rights, but with those rights come responsibilities.  We laid out our view that we look to Iran to take concrete steps to address the international community’s concerns by beginning to create confidence in Iran’s nuclear intentions and establish transparency in its program.  We stressed our serious concern about the revelation of the clandestine enrichment plant near Qom and underscored the importance of full cooperation with the IAEA and having an IAEA inspection, as Solana said publicly, within the next couple of weeks.  I understand that Mohammed ElBaradei, the Director General of the IAEA is going to be in Tehran this weekend to try to iron out the details.

During the plenary and on the margins and during our sidebar discussion, which I can come back to in a minute, we discussed the question of the Tehran research reactor.  And maybe a little background would be helpful.  This is a research reactor which has been in operation in Tehran for decades, producing medical isotopes under strict IAEA safeguards.  The last supply of fuel for this reactor, which is at roughly 19.75 percent LEU, was supplied by the Argentine government in the early 1990s and it’s going to run out in roughly the next year, year and a half.

Iran came to the IAEA a few months ago with the request to replace this supply.  The IAEA consulted us and some others, some other members, and to make a long story short the United States and Russia joined together in a proposal to the IAEA which the IAEA subsequently conveyed as a response to the Iranians, to use Iran’s own LEU stockpile as the basis, as the feedstock for the reactor fuel that’s required.

This would then entail taking its LEU, which is enriched to about 3.5 percent, enriching it up to 19.75 percent in Russia, which the Russians have now publicly confirmed that they’re prepared to do, and then fabricating that into fuel assemblies which can be used at this safeguarded reactor, and the French have now confirmed their willingness to play that last role.  Those are the basic details involved in the proposal.  The potential advantage of this, if it’s implemented, is that it would significantly reduce Iran’s LEU stockpile which itself is a source of anxiety in the Middle East and elsewhere.

During our talks today the Iranians agreed to accept this proposal in principle, and there’s to be a meeting in Vienna on the 18th of October, led by IAEA experts, to try to work out the details.

So again, at least in our view, the research reactor proposal made by the IAEA would be a positive interim step to help build confidence so that we’d have more diplomatic space to pursue Iran’s compliance with its obligations under the Security Council Resolutions, the NPT and the IAEA, and to tackle the more fundamental question of Iran’s nuclear program.

I’m sorry to be so long-winded, but I’ll add a couple of comments on the sidebar conversation with the Iranians.

This was a direct and candid discussion. We reinforced the points that we had made in the plenary session, that all of us have made on our concerns about the nuclear program, stressed again the need for the Iranians to take concrete and practical steps consistent with its international obligations to build confidence, and to demonstrate that its program is exclusively peaceful in nature.  While the focus of this bilateral conversation was on the nuclear program, there was also a frank exchange on some other issues, including human rights.

So broadly speaking, I think the significance of today was that Iran, having refused to talk about its nuclear program since July of 2008, engaged on that program today with the United States as a full participant.  We began a discussion.  I don’t think anyone expected, I said this to some of you yesterday, that no one expected that one day would allow us to resolve international concerns about Iran’s nuclear program, but I think today was a first step in what is bound to be a difficult process.

We are in what we hope is an intensive diplomatic phase now.  It will not be open ended.  We will actively pursue the implementation of the practical steps that Solana has laid out.  Why don’t I stop there.
