Mitt Romney כתב השבוע מאמר דעה בוושינגטון פוסט והוכיח שהרפובליקאים לא חוסכים בשקרים ובדיס-אינפורמציה בכדי לנסות לפגוע במאמציו של אובמה לאשרר את הסכם ה START החדש בקונגרס.

Unlike past treaty restrictions, ICBMs are not prohibited from bombers. This means that Russia is free to mount a nearly unlimited number of ICBMs on bombers.

האם צריך להציג יותר מזה? מה הוא חשב לעצמו כשהוא המציא דרך שילוח חדשה לטילים בין יבשתיים?

לאחר עיכובים רבים, ה - 2010 Nuclear Posture Review – השלישי מסוגו מאז סוף המלחמה הקרה פורסם. היה שווה להמתין, המסמך שמציג את חזונה של ארה"ב לחיזוק המשטר למניעת תפוצה גרעינית, הפיכת תהליך ה"גירעון" של איראן וצפון קוריאה, שיפור האמצעים לאבטחת נשקים גרעיניים, יצירת תמריצים לשמירה על ההתחייבויות ל NPT ועוד. המסמך מציג מגוון כלים שנועדו לעזור לקדם את מדיניות מניעת התפוצה הגרעינית ולכן הוא גם רחב יריעה מקודמיו.

הגזר:

ארצות הברית הציגה את " negative security assurance" בגירסא משופרת:

“United States will not use or threaten to use nuclear weapons against non-nuclear weapons states that are party to the Nuclear Non-Proliferation Treaty and in compliance with their nuclear non-proliferation obligations.”

הקטע המקביל בתקופת בוש:

The United States “will not use nuclear weapons against non-nuclear weapon states parties to the Treaty on the Nonproliferation of Nuclear Weapons [NPT], except in the case of an invasion or any other attack on the United States, its territories, its armed forces or other troops, its allies or on a state toward which it has a security commitment, carried out or sustained by such a non-nuclear weapon state in association or alliance with a nuclear weapon state.”

משמעות הדבר (והעניין גם נכתב במפורש ב NPR) שמדינות אשר חתומות על האמנה למניעת תפוצה גרעינית ומכבדות את ההתחייבות שלהן מקבלות הבטחה שארה"ב לא תאיים או תתקיף אותן גם במקרה בו הן תקפו את ארה"ב בנשק כימי או ביולוגי. (כמעט מיותר להזכיר שהבטחה זו לא ניתנת למדינות בעלות נשק גרעיני)

פרט לכך המסמך מודיע כי ארצות הברית מפחיתה את השימוש בנשק גרעיני למקרים הבאים:

• The United States will continue to strengthen conventional capabilities and reduce the role of nuclear weapons in deterring non-nuclear attack, with the objective of making deterrence of nuclear attack on the United States or our allies and partners the sole purpose of U.S. nuclear weapons.
• The United States would only consider the use of nuclear weapons in extreme circumstances to defense the vital interests of the United States or its allies and partners.
• The United States will not use of threaten to use nuclear weapons against non-nuclear weapons states that are party to the NPT and in compliance with their nuclear proliferation obligations."

הפחתת מספר כלי הנשק הגרעיניים:

אובמה הכריז בנאומו בפראג כי ארה"ב מחויבת להפחתה במספר כלי הנשק הגרעיניים ולשים סוף לחשיבה שאפיינה את המלחמה הקרה. ניתוח המבנה של הכוחות הגרעינים במסמך הוא גם הבסיס להגבלות על מספר כלי הנשק הגרעיניים בהסכם START החדשה. ההגבלות על כמות כלי הנשק  הם מועטות והמסמך אינו מתאר כיצד ההסכם החדש יביא לצמצום, כך למשל ההסכם סופר את מספר כלי הנשק הפרושים ( Deployed) ולא את המספר הכולל שלהם בארסנל הגרעיני.

הגבלה מעניינת אשר עושה כאמבק היא ההחלטה לאסור שימוש ב MIRV עם ראשי נפץ גרעיניים. החלטה זו התקבלה במקור בNPR משנת 1994 ושונתה ע"י ממשל בוש שהתיר למספר מצומצם של ICBM לשאת ראשי נפץ מתפצלים.

הרשת מלאה בביקורות שונות על המהלך של צימצום תפקידם של כלי הנשק הגרעיניים. עיקר הביקורת היא על ביטול העמימות באשר לתנאים בהם ארצות הברית תפעיל נשק גרעיני, לטענת המבקרים פעולה זו מפחיתה את יכולת ההרתעה:

"We want our enemies to believe that we may well be crazy enough to vaporize them"

אני חושב שהטיעון הנגדי לביקורת הוא שכולם יודעים עד כמה הנשק הגרעיני אינו שמיש ולכן הנשק ממלא תפקיד של חיזוק מורלי  ולא של מרתיע (לפחות במקרה האמריקאי)

Bill Matthews כתב ביום שישי מאמר על עתידם של המפציצים האסטרטגים תחת הסכם START החדש. המאמר מציג השפעה אפשרית של צורת ספירת ראשי הנפץ הגרעיניים ע"פ ההסכם החדש על כמות המפציצים האסטרטגים של ארה"ב.

האמת היא שגם אם ביל צודק והזרוע האווירית של ה- Triad האמריקאי תחלש, לא נראה כי הדבר יחליש את היכולת הגרעינית של ארה"ב משום שהשימוש במפציצים אסטרטגים היא רק תוכנית חלופה לכל שאר אפשרויות השילוח.

אז מה בעצם כל העניין של הספירה אומר?

תחת ההסכם החדש כל מפציץ ייחשב ככלי נשק גרעיני אחד בעוד שלמעשה יש להם פוטנציאל נשיאה של 16-20 ראשי נפץ. המשמעות של כל זה היא, שההצהרה של הבית הלבן בדבר הפחתת מספר ראשי הנפץ המותרים לאחזקה ב- 60% מהסכם START הראשון וכ – 30% מההסכם שחתם בוש במוסקבה אינה נכונה.

ע"פ החבר'ה מ FAS, אם נעשה שימוש בשיטת הספירה המוצעת בהסכם נגלה שארה"ב מחזיקה בכ-1650 ראשי נפץ (במקום 2100) ואילו ברית המועצות מחזיקה בכ-1740 (במקום 2600). הם גם עשו את החשבון וגילו שמדובר בערך ב 1310 ראשי נפץ גרעיניים אשר נעלמו מהספירה. היעד של 1550 ראשי נפץ כבר לא נראה רחוק, במיוחד כאשר מדברים על טווח של 10 שנים פלוס יכולת להארכה (חד פעמית) של 5 שנים.

Key Facts about the New START Treaty

Treaty Structure: The New START Treaty is organized in three tiers of increasing level of detail.  The first tier is the Treaty text itself.  The second tier consists of a Protocol to the Treaty, which contains additional rights and obligations associated with Treaty provisions.  The basic rights and obligations are contained in these two documents.  The third tier consists of Technical Annexes to the Protocol.  All three tiers will be legally binding.  The Protocol and Annexes will be integral parts of the Treaty and thus submitted to the U.S. Senate for its advice and consent to ratification.

Strategic Offensive Reductions: Under the Treaty, the U.S. and Russia will be limited to significantly fewer strategic arms within seven years from the date the Treaty enters into force.  Each Party has the flexibility to determine for itself the structure of its strategic forces within the aggregate limits of the Treaty.  These limits are based on a rigorous analysis conducted by Department of Defense planners in support of the 2010 Nuclear Posture Review.

Aggregate limits:

·         1,550 warheads.  Warheads on deployed ICBMs and deployed SLBMs count toward this limit and each deployed heavy bomber equipped for nuclear armaments counts as one warhead toward this limit.
·         This limit is 74% lower than the limit of the 1991 START Treaty and 30% lower than the deployed strategic warhead limit of the 2002 Moscow Treaty.
·         A combined limit of 800 deployed and non-deployed ICBM launchers, SLBM launchers, and heavy bombers equipped for nuclear armaments.
·         A separate limit of 700 deployed ICBMs, deployed SLBMs, and deployed heavy bombers equipped for nuclear armaments.
·         This limit is less than half the corresponding strategic nuclear delivery vehicle limit of the START Treaty.

Verification and Transparency:  The Treaty has a verification regime that combines the appropriate elements of the 1991 START Treaty with new elements tailored to the limitations of the Treaty.  Measures under the Treaty include on-site inspections and exhibitions, data exchanges and notifications related to strategic offensive arms and facilities covered by the Treaty, and provisions to facilitate the use of national technical means for treaty monitoring.   To increase confidence and transparency, the Treaty also provides for the exchange of telemetry.

Treaty Terms:  The Treaty’s duration will be ten years, unless superseded by a subsequent agreement.   The Parties may agree to extend the Treaty for a period of no more than five years.  The Treaty includes a withdrawal clause that is standard in arms control agreements.  The 2002 Moscow Treaty terminates upon entry into force of the New START Treaty.  The U.S. Senate and the Russian legislature must approve the Treaty before it can enter into force.

No Constraints on Missile Defense and Conventional Strike: The Treaty does not contain any constraints on testing, development or deployment of current or planned U.S. missile defense programs or current or planned United States long-range conventional strike capabilities.

כידוע (או שלא) חודש מרץ הוא ה Deadline למספר תהליכים הנוגעים לבקרת נשק ותפוצה גרעינית. החשוב מבין התהליכים הוא המשא ומתן על ההסכם היורש של START. בפני ההסכם המתגבש עומדים מספר מכשולים הנוגעים לקשירתו עם תוכנית ההגנה מטילים של ארה"ב, מחסור במומחים בתחום הטלמטריה ואישרור ההסכם בסנאט האמריקאי.

התהליך השני אשר אמור להסתיים בחודש מרץ הוא הגעה להסכמה אודות הסנקציות אשר יוטלו על איראן. ע"פ Josh Rogin ההסכם המתגבש יהיה בעל ניסוח עמום בכדי לאפשר לרוסיה לתמוך בו ומצד שני לאפשר למדינות אחרות לקדם סנקציות כלכליות נוספות כנגד איראן. ג'וש מצביע גם על תיאום אסטרטגי מוגבר בין ישראל לארה"ב.

There are also increased signs of close coordination between the U.S. and Israel on the Iran issue. In addition to the trip this week by Deputy Secretary of State Jim Steinberg and Under Secretary of Defense Michèle Flournoy, there have been a flurry of high-level visits back and forth in recent weeks.

CIA Director Leon Panetta was there at the end of January, National Security Advisor Jim Jones was in Israel in February, Chairman of Joint Chiefs Adm. Mike Mullen and Deputy Secretary of State Jack Lew were there last week, Vice President Joe Biden is expected there March 4. From the Israeli side, Defense Minister Ehud Barak will be in Washington this week and Prime Minister Benjamin Netanyahu will be in town March 21, and then back again for the nuclear security conference in April.

"You are seeing a very steady, and even stepped-up level, of strategic coordination between the U.S. and Israel at the moment," said one Washington-based Middle East hand. "And given the meaningful shift in tone in public and policy in private that we are seeing from the administration, not to mention the IAEA seeing signs of warhead work in Iran, those talks are sure to be very, very sensitive."

1. היום ראיתי שהוסר הסיווג מעל לתדריך הראשון אותו קיבלה תאצ'ר על הסכם SALT 2, במאי 1979.

2. מדיניות הגרעין של אובמה נתקלת במכשולים מבית ומחוץ בזמן קריטי. אתמול התפרסם שחברי סנאט רפובליקאים דורשים העברת תקציבים לבנייה וניסוי כלי נשק גרעיניים חדשים בתמורה לאישרור האמנה המתגבשת בין רוסיה וארה"ב. אפרופו מתגבשת…, אז כנראה שלא ממש. פוטין הצליח לעורר סערה כאשר הכריז על פיתוח נשקים גרעיניים חדשים, אך כאשר פוטין קושר בין מערכת ההגנה כנגד טילים האמריקאית להסכם העתידי הוא באמת יוצר אווירה לא נעימה על שולחן המשא ומתן. חשוב לציין שב-6 ליולי ארה"ב ורוסיה יצאו בהצהרה כי נושא מערכת ההגנה האמריקאית לא יכלל בשיחות ובהסכם.

היום ה – IAEA פרסמה את הדוחות שלה על תוכנית הגרעין של סוריה ושל איראן. הדוחות מבקרים את שתי המדינות על חוסר האמינות שלהן. הדוח על איראן נותן פרטים רבים על אתר העשרת האורניום בקום Qum הידוע גם בשם "פורדוו" (Fordow).

WIERD מזכיר כי הסכמי START בין רוסיה לארה"ב מאבדים את תקפותם בדצמבר וטוען (בצדק) כי בשלוש שבועות אין ממש סיכוי לגבש הסכם חדש ולאשרר אותו בקונגרס. הפתרון המסתמן הוא הסכם זמני שיגשר על פרק הזמן שבין מועד פקיעת הסכם START למועד בו ייחתם הסכם חדש. אך עדיין ישנם חששות לגבי התנהלות רוסיה בשטחים ה"אפורים" שבין ההסכמים.

JOINT UNDERSTANDING

The President of the United States of America and the President of the Russian Federation have decided on further reductions and limitations of their nations’ strategic offensive arms and on concluding at an early date a new legally binding agreement to replace the current START Treaty, and directed that the new treaty contain, inter alia, the following elements:

1.       A provision to the effect that each Party will reduce and limit its strategic offensive arms so that seven years after entry into force of the treaty and thereafter, the limits will be in the range of 500-1100
for strategic delivery vehicles, and in the range of 1500-1675 for their associated warheads.
The specific numbers to be recorded in the treaty for these limits will be agreed through further negotiations.

2.       Provisions for calculating these limits.

3.       Provisions on definitions, data exchanges, notifications, eliminations, inspections and verification procedures, as well as confidence building and transparency measures, as adapted, simplified, and made
less costly, as appropriate, in comparison to the START Treaty.

4.       A provision to the effect that each Party will determine for itself the composition and structure of its strategic offensive arms.

5.       A provision on the interrelationship of strategic offensive and strategic defensive arms.

6.       A provision on the impact of intercontinental ballistic missiles and submarine-launched ballistic missiles in a non-nuclear configuration on strategic stability.
7.       A provision on basing strategic offensive arms exclusively on the national territory of each Party.

8.       Establishment of an implementation body to resolve questions related to treaty implementation.

9.       A provision to the effect that the treaty will not apply to existing patterns of cooperation in the area of strategic offensive arms between a Party and a third state.

10.     A duration of the treaty of ten years, unless it is superseded before that time by a subsequent treaty on the reduction of strategic offensive arms.

The Presidents direct their negotiators to finish their work on the treaty at an early date so that they may sign and submit it for ratification in their respective countries.
